Capricornus falls at a declination of -22 degrees, which is within the ecliptic. http://en.wikipedia.org/wiki/Capricornus
Please remember that Western zodiacs are not true astrological zodiacs: http://en.wikipedia.org/wiki/Zodiac
Western zodiacs are as observed in the "apparent" path of the earth, not the real path. Why the constellation capricornus is sign of the zodiac while ursa major is not?Ursa Major is a circumpolar constellation, i.e. it never rises or sets in the northern hemisphere (and never seen in the southern hemisphere).
The Zodiac constellations and signs go around the central band of the sky from tropic to tropic and crossing the equator.
So Ursa Major isn't a Zodiac constellation.
